Rajiv Gandhi Excellence Award – 2015 to Dr. Bhaskar Upadhyay, IAS

Dr. Bhaskar Upadhyay was awarded with Rajiv Gandhi Excellence Award-2015 for his outstanding performance in the field of Administrative Service at a function held in New Delhi on 7th May, 2015. The award is given in various fields like Administration, Art and Culture, Environment, Social Work and Sports etc. The award carries a trophy and a citation with a cash amount.

       Dr. Bhaskar Upadhyay was born on 4th July, 1955 at Allahabad. He did his early education from there only and got selected for National Talent Search Scholarship in 1967. He graduated with subjects of Hindi Literature, Ancient History and Sanskrit from Ewing Christian College with a Ist class Ist and went on to complete his post graduation in Ancient History (Archaeology). He entered the PCS in the 1979 batch. He also got selected for Indian Railway Service in 1982, where he got trained while maintaining his lien in the PCS. His initial experience in the PCS was at Chamoli and Tehri where he worked for the rehabilitation of  people from the submerging areas of the Tehri dam. He served at Fatehpur and Ballia as SDM and Barabanki and Jaunpur as ADM. Thereafter he got varied postings that gave him lot of experience in the administration of Nagar Nigam, Mahila Kalyan, Vikas Pradhikaran and Lucknow University. He also worked as CDO in 6 districts.

       He did his second post graduation in Jyotirvigyan and completed his Ph.D. in the year 2007. He also got trained at Duke University, USA. Dr. Upadhyay was promoted to the IAS and was allotted 1998 batch. He has worked as Special Secretary in the departments od Backward Classes Welfare, Public Enterprises, Agriculture Education and Rural Development etc. He has also served as Additional Transport Commissioner, Additional Sales Tax Commissioner, Additional Cane Commissioner and Additional Secretary, Board of Revenue. Currently he is posted as Director, Directorate of Geology and Mining, U.P. at Lucknow. We congratulate him on his success and wish him good luck !
